This ties into the end of Chapter 4 of Special Events, which can be read here - [link] Reblicah Shepard stares at the frame that once housed Kaidan's photograph. The new picture shows Garrus teaching Shepard how to dance (since she's not very good at it), testing his reach and her flexibility in the cargo hold. What better way to do that than with the tango?
